PARLIAMENT!

YESTERDAY'S PROCEEDINGS LEGISLATIVE COUNCIL The Legislative Council met at 2.30 o'clock yesterday afternoon. Leave of absence was granted as follows : Hon. Major Harris, fourteen days, and the Hon. T. Y. Duncan one month— in both cases on account of illness. The Land Laws Amendment Bill, with a bunch of local Bills, was received from the House of Representatives and read a first time. The Leader of the Council announced his intention of moving the second reading of tho Land Bill next day, as hon. members must be aware of the contents of the measure. The question of sending the Bill to the Land Committee (the point was raised by Hon. Mr. Paul) will be decided after the second reading. In moving the second reading of the Stallions Bill, the Minister explained that the object of the Bill was to provide in New Zealand lor clean stallions bearing the imprimatur of the Government. The Bill had been asked for by the farmers throughout the country. It was submitted by Hon. Mr. Anstey that by clause 4, the measure was rendered nugatory. Under the clause cited, all stallions in the New Zealand stud book and those arriving from outside, were exempt. There Bnould be no exemption at all. The Bill was read a second time and referred to the Stock Committee for report. The Public Works Amendment Bill (Hon. Mr. Bell) was read a second time. Its principles have been previously published. The Council adjourned at 4.55 p.m. HOUSE OF REPRESENTATIVES The House continued its sitting after the Post went to press yesterday. The Tramways Amendment Bill was put through its Committee stage, as reported elsewhere. The House rose at 0.32 a.m.
