IN THE VICTORIAN PARLIAMENT SPARRING FOR TIME GOVERNMENT'S AWKWARD POSITION. (By Telegraph.— Press Association.— Copyright.) (Received August 21, 10 a.m.) MELBOURNE, This Day. The censure debate in the Victorian Parliament is dragging along. The Opposition is delaying the division as long as possible, to enable three of its members at present unavailable to be in their places. The Government is placed in an awkward position over Mr. Webster, now in Sydney, who absolutely refuses to be vaccinated, and will consequently not be, allowed to enter Victoria. Even in the event of his agreeing at the eleventh hour, seven days will have to elapse before he can enter Melbourne, and probably by that time the debate will be over. With Mr. Webster absent, and the Opposition voting full strength, it will require the casting vote of the Speaker: to save the Government from defeat.
