SHOULD INTERVENTION BE NECESSARY. WASHINGTON, 25th February. American troops have been ordered to be assembled at Galveston in order to embark 10,000 for intervention in Mexico, if necessary. MEXICAN PROBLEM. There is no question that there is an almost universal disposition in this country to let the Mexicans solve Mexico's problems (recently remarked the San Francisco Chronicle). Rut they do not seem to be able to do this. , « Among a large proportion of Mexicans "liberty" means simply license to kill and rob. Popular education has been fairly widely extended, but the number of illiterates is enormous. Necessarily, therefore, the relations of Mexico with other nations have not often formed the uppermost subjects in the minds of Mexican statesmen. _ Yet Mexico cannot escape the obligation of recognising her international responsibilities. It has been stated, and probably on good authority, that recent notes from our State Department, and remonstrances from our Ambassador to Mexico, have not served as well as might have been hoped to secure protection for American life and property, and 30,000,000 dollars in gold is said to be the amount of claims for damages made by .Americans in Mexico since the outbreak of the revolution. . « ■Intervention by the United States to restore order in Mexico should be undertaken only as a last resort, but there are > such things aa last resorts. The plain truth seems to He that unless the Mexican people can find a way to bring about peace in their distracted country, a Government capable of doing so will have to be established for them.
