The press is jubilant over the appointment of M. Delcasse as French Ambassador to Russia. They dwell on the significance of the unexpected appointment, in which they see another proof of the solidity of the Franco-Russian Alliance. ULOW AGAINST GERMANY. BERLIN BOURSE AFFECTED. BERLIN, 22nd February. The newspapers interpret M. Delcasse's appointment as French Ambassador as a blow against Germany, and as underlining a sharpening of the gravity of the international situation. The Bourse is temporarily affected.
