Lord Roberts will devote the gift to th© league s work. ■ Lord Roberts, in acknowledging the gut, said civilians and soldiers had done their utmost to make Lord Haldane's scheme a success, but time, money, and energy had been utterly wasted. Britain had no army, and her military arrangements made the laughing-stock of the civilised world. Those who looked to Britain to help to keep the balance of power in Europe had become disgusted.
