DRAFT PROGRAMME. By Telegrapn.— Press AwodMton.—Cohyrlfiln. PEKIN, 21st September. The President, Yuan Shih Kai, Dr. Sun Vat Sen, and Generals Huang' Sing and Li Yuan Heng (members of the Government) have drafted a programme of internal reforms, representing an agreement between all parties. Ft includes a centralised military system, unified Bchemo of government, ' the introduction of foreign capital to develop the industrial life of the country, and local self-government.
