The Constantinople correspondent of The Times states tfiftt the Italian delegates to the Peace Conference have submitted ft counter-proposal virtually amounting to a Bale of rights over the African provinces. / It is believed the Council of Ministen has instructed the Turkish delegates th*t it is unable to discuss monetary compensation for loss of rights, and to intimate that if Italy has no better proposals to make it is preferable to suspend the negotiations.
