ELECTORAL REFORM IN FRANCE. By Telegraph.— Press Association.— Copyright. PARIS, llth July. The Chamber of Deputies adopted the Electoral Reform Bill by 339 votes to 217. M. Poincaore, Premier, claimed that it gave the majority of voters a majority of seats. The Radicals created an uproar, and hurled insults at the Premier, whom the supporters of proportional representation loudly cheered.
