EXEMPTION OF AMERICAN COASTAL SHIPS. NEWSPAPER DISCUSSION. By Telegraph.— Prcun Aasoclatlon.— Copyright. LONDON, 29th June. , The newspapers are beginning to discuss tho United States Congress resolution to exempt Amorican coasting ships from payment of Panama Canal dues, and Canada's consequent threat to retaliate against American shipping in Canada's waterways. Some Americans propose complianco* with the lettor of the Hay-Pauneefot© treaty, providing for the entire equality of tho ships ot all nations ming the Canal', but suggest the payment of a subsidy equivalent to tho tolls on Amorican ships. The Manchester Guardian remarks:—"Although scrupulous Americans denounce the last-named policy as a diecreditable ovasion of an international obligation, it s(*ems to tm that rebates would be loss injurious to foreigners than a, direct exemption, inasmuch as subsidios payable in tho manner suggested Avould come from tlie American Treasury utid bo a burden on 'tho American taxpayer, and not foreign shipping and commerce."
