JOHN SMITH, Acting-Mayor, for tho Mayoral Election on WEDNESDAY, 27th April, and urges t,be Citizons to place him at the Top of the Poll. The reasons which actuated the League in its choice are ac follow: — HIS 27 YEARS' SERVICE AS A COUNCILLOR entitles him to the office which, as Acting-Mayor, he has so ably filled on several occasions, and for several months past, during Mr. Wilford's absence through illness, ho has occupied the position with marked ability. HIS CAREFUL MANAGEMENT OF THE CITY'S AFFAIRS, and his unbiaesed conduct of the Strike negotiations, have shown that he is competent frp rule in difficult situations, and well fitted to represent ajl classes of the community with impartiality. ME. SMITH IS NOT A POLITICIAN, and it not interested in the. Parliamentary votes of the City electors, hence is free from all suspicion of acting co ac to 6ecuro the favours of any particular class or party. MR. SMITH'S LONG ACQUAINTANCE WITH THE NEEDS AND ASPIRATIONS OF OUR CITY peculiarly fit him for carrying out a progressive and cautious policy. .MR. SMITH desires to see the City keep within ite present income, and IS OPPOSED TO ANY INCREASE OF RATES. Mr. Smith generously offered not to contest the Mayoralty against Mr. J. G. W. Aitken or Councillor Shirtcliffe should either of these gentlemen announce themselves as Candidates. Both these gentlemen, owing_ to private reaeonu, declined nomination, and the Leaguo unanimously decided to support Mr. Smith for tho position. The Short Title of this Bylaw is "The Wellington Oity Bylaw No. 15 (Water), 1912." The object and purport of Biioh Bylaw are:— To repeal clause 578 of the Wellington City Bylaw No. 1, 1908, relating to the charges for extraordinary water supply, and form 3 in the Second Schedule to part VII. of the same Bylaw, being the form of the agreement entered into by the consumers of extraordinary BUpply, and to substitute in lieu of the said clause 578 new provisions relating to the charges lor extraordinary supply, ■ 1 and to gubetitute in lieu of the repealed form of agreement a new form of agreement. And notice is hereby further given that the said Resolution will bo submitted for confirmation at the Ordinary Meeting of the Wellington City Council to be held on THURSDAY, the 2nd MAY, 1912, at the Council Chamber. Town Hall, Cubastreet, Wellington, at 7.30 p.m., when the date on which the said Bylaw will come into force will be fixed.
