DISCUSSION IN HOUSE OP COMMONS. SOLDIERS AND STRIKERS. By Telegraph.— Press Association .—Copyright. LONDON, 11th April. The House of Commons is discussing the Army (Annual) Bill. An amendment was moved by Mr. J. Keir Hardie, Labour M.P. for MerthyrTydvil, insisting that a recruit should have a right under contract to refuse to assist the civil power during a trade dispute. Mr. Keir Hardio stated that many youths were not enlisting because they feared they might have to fire on their relatives or comrades. Colonel J. E. B. Steely, Parliamentary Under-Secretary to Ijhe Army Council, said tha-t it wa& a cruel and bad thing to make soldiers believe they were engaged to shoot down strikers. The amendment was rejected by 168 votes to 23»
