POWERS AND MEDIATION. TURKISH REPLY.

The Powers have agreed to ask Turkey to state on what terms she is prepared to finish hostilities with Italy in order to decide whether ifc is possible for them to offer mediation. Awsirn Bey, the Foreign Minister, states that the decree of annexation of Tripoli must first be torn up.
