COMPLETE FAILURE. fBT TELEGRAPH— PBESS ASSOCIATION.] AUCKLAND, This Day. Recent visitors to the New Hebrides who arrived here by the Hauroto to-day have spoken of the cabled information regarding the control of the group. They say that, the Condominiou Government having proved such a complete failure, the residents of the islands will welcome a change to a distinct and definite irule. Joint government by Britain and France has resulted in a half and half observance of the law, to the disadvantage of Britons, who kept the letter of the law, whereas the French were hopelessly defiant of it. A strong belief was prevalent in the Now Hebrides that the group was being subjected to British control in return for some concession or other island interest to France. It was thought that French residents, though in a majority, would not offer serious opposition to a change of Government.
