POWDER SCANDALS.

The enquiry instituted by the Admiralty reveals that all powder on hand for the Nayy — including the 1911 stock — is open to suspicion, since it has been mixed with, old stock. M. Delcasse, Minister for Marine, has ordered a daily inspection to be made on every battleship. [The explosion on the French battleship Liberte, at Toulon, in September last, was attributed to old powder being mixed with new. The same powder caused the accidents on the Gloire and Jena. The manager of the Pont de Bois Gunpowder Factory (M. Maissin) declared that his predecessor was responsible for the powder which caused the explosions.
