At the time when it became clear that certain clubs could no longer continue to' hold race meetings, some wonderment wae expressed as to the manner in which the accrued funds would-be distributed. , The Taieri Turf Club is one of those that lost its totalisator licence, ' and, according to a Southern exchange, it has decided to wind up 'voluntarily, and to divide the- sum of JBBSO among its thirty-hix members, in proportion to the duration of their membership. Its determination is worthy ■of moro-: than mere recordance. The laws of the land do not, I believe, render such a proceeding unstatutory, and, thie being so, it clearly rests with members of even the wealthiest clubs, whether the same still hold totalisator permits or not, as to whether they shall continue to, race or enrich themselves by the sale of the club's property and a subsequent division of, -the common, wealth. But there are the Rules of Racing and the- moral aspect bf the question to be considered. The principle upon which racing is conducted in New Zealand is plainly illustrated by rule 7 of part 6, which reads as follows :— "Before the publication of the programme of a meeting, othei? than that of a metropolitan clubj two copies thereof shall be fgrwarded to the Metropolitan Committee, accompanied: by ah audited balance-sheet, showing the receipts and expenditure during the past racing year of the club proposing ,to hold such ' meeting, and the Metropolitan Committee shall approve of such programme upon being (Satisfied that no moneys which have been received by the club during the. year have been expended otherwise than in stakes, making improvements to the course, interest and sinking fund on borrowed money orpuichase money,, or otherwise, in the in- • terests of racing. , . \ ." , Proprietary clubs, such as exist in other countries, have not been permitted to come into existence in this Dominion, and, 6o far as lias been practicable, all efforte to run racing institutions on proprietary lines have been duly dealt with by the .Racing Conference. They have at time been called upon to accept any liability whatsoever, and how in the circumstances they can consider they have any just claim to ;a chare in the division of what is, strictly speaking, public wealth, it -is ' not easy to determine. .Such moneys as those in the hands' of the,, Taieri Club have been publicly subscribed for the benefit of the Torf, and if in any similar,! cases that may arise they .are. not to! be co' applied by handing them' over^toj another- racing body, it would' surely be ' more appropriate to devote" them to come public institution — a hospital, for instance. Price led in three of his team winners, viz., Blakeney, Ermengarde, and ' Bronze. George told the writer lhat Ermengarde did not run up to her proper form at the Wellington Cup, and a second in the W.R.C. Handicap. The gelding has probably been into a place oftener than any horse racing in the Dominion during the past three seasons." Deeley, the rider of Captain Soult in the Stewards' Handicap on Saturday, befoie them, it being alleged by the lookout steward (Mr. Geotgo Ctittty that he had not ridden hii horse to the 1 best advantage m that 1 race.
