SMALL OWNERSHIP AND LAND BANK BILL.

Lord Dttnmore'o Small Ownership, and National Land Bank Bill ha« been read a second time in the House of Lords. Tho BUI proposes that land bahka fehall make advances at four per cent, interest, of which one-half per cent, ehall bo allocated to a eiMking fund. Lord Carrington, President of tho Board of Agriculture, opposed the measure, and promised tho introduction of a, Government Bill. [The establishment of credit banks for email holdens was foreshadowed by Lord Carrington in a speech at the National l<armeivs' Union on 4th August, 1910. The Government, he eaid, proposed to follow what had been satisfactorily done in Germany and other parts of Europe. Ho had been considering whether he could not devise a jjlaoi to lay before his colleagues to give impiroved legislative, administrative, and financial facilities for the establishment on a sound basis of a satisfactory system of co-operative credit banks for tho benefit of agriculture. The Chancellor of the Exchequer oaw no objection to the proposal, and he was pleased to soy that it had tho worm approval of the Prime Minister. Provided that thero was no opposition £rom the other side, there ought, to be a (reasonable proepect of doing something in this respect at an oarly «Tdte. The Government were backed up in this matter by the report of tho Lords Commitft«e, in which such men on l^ord Cromer Lord Herschell, Lord Macdoiinoll, and Lord Welby had served } and they were uko emboldened by the thought that tine difficult question, had been, ovarcomo in Germany, France, Belgium, and Italy, and, to some extent, in Ireland. He wa« speaking under correction, but he believed that £18,000,000 was lent by those. banks last year, and that villager had deposited over £15,000,000 of their savdngs in this enterprise.]
