Lord Dttnmore'o Small Ownership, and National Land Bank Bill ha« been read a second time in the House of Lords. Tho BUI proposes that land bahka fehall make advances at four per cent, interest, of which one-half per cent, ehall bo allocated to a eiMking fund. Lord Carrington, President of tho Board of Agriculture, opposed the measure, and promised tho introduction of a, Government Bill. The Chancellor of the Exchequer oaw no objection to the proposal, and he was pleased to soy that it had tho worm approval of the Prime Minister.
