DISCUSSION 18 HOUSE OF LORDS " LOST OPPORTUNITIES." WHAT DO THE DOMINION'S WANT ? By Telegraph, — 'Preen Association. — Copyright/. (Received May 3, 8 a.m.) LONDON-, 2nd May. In the House of Lords, the Duke of Marlborough called attention to a resolution passed at the 190? Imperial Conference in favour of encouraging emigration to the colonies rather than to foreign countries. He advocated child emigration' on a comprehensive scale, and said that poor law and reformatory children would be- welcomed in the Dominions. Lord Lucas, Under-Secretary for the Colonies, replied that that was nofc the Government s policy, nor had the Do'ininions requested that emigration should be. subsidised or organised r>y the State. 'If the Dominions' Conference made suggestions to increase the emigration, the Government would do everything to meet their wishes. LoTd Selborne, ex-High Commissioner in South Africa, said his colonial experience had greatly impressed him with the lost opportunities of the Imperial Government respecting the organisation of emigration. Though it would be useless to dump townsmen on the land, there were many who had nofc been .country men in Britain, because the rewards ■were, insnfficeint, but who would be tempted by the greater rewards in the Dominions, and would likely become, settlers.
