VICTORIA COLLEGE.

MEETING OF THE COUNOIL The usual meeting of ' the Victoria College Council was held last evening. The following were present: — Messrs. H. F. Yon Haast (chairman), C. Watson, J. Graham, M.P., T. R. Fleming, A. B. Meek, H. H. Ostler, A. W. Hogg, M.P., E. D. Bell, and A. T. Maginnity. The monthly balance-sheet showed a credit balance of £256 3e 9d, after payments amounting to £868 14s 4d had been provided for. A sum of £1875 is due from the Government, and ' £1522 ! 10s ia on deposit. It was decided to procure a copy of the Encyclopaedia Britannica at a coet of £24 13s, the sum to be paid out of the 'library vote. CONTROL OF "CAPPING" CARNIVALS. ■A contentious-looking recommendation of the Finance Committee read as follow»:—';That- the Senate of the Univorsitj- invites the council to make all preliminary arrangements for and to take control of the discipline of the capping ceremony." The Finance Committee further recommended that the request be acceded to, and that the chairman confer with the chairman of the Professorial Board as to the necesI »ary arrangements, and Deport to the next meeting of thei council. j The chairman' explained that at present things in connection with capping ceremonies were rather chaotic ; the control of these ceremonies had been rather divided. Nominally these were university functions, but the professors always felt ,they were |here as guests. Tho Senate had endeavoured to provide a new scheme and to invite the various university colleges to make preliminary arrangements. It was hoped that under th© projected scheme the professors would be armed with authority to act as policemen at " capping " carnivals., and to co-operate with the council. The recommendation was adopted without discussion. LIBRARY COMMITTEE REPORT. The following recommendations of the Library Committee were adopted :—: — "That the Victoria College ' Council join tho. Public Libraries Association of New Zealand, and that the chairman of the committee iie empowered to represent the council at the forthcoming conference to be held at Auckland at Easter ; also that the treasurer be asked to pay the subscription for the current year." "That the College Librarian be Instructed to prepare a list of all magazines, periodicals, publications of learned societies, etc., which are subsidised for by the college; that on such list each publication, as it arrives, shall be _ ticked off, , with the date of . the arrival ; and that such list be produced at each meeting of the Library Committee, and be available for inspection by the council on the evening of each meeting." It was also recommended that the Library Committee be dissolved, and its duties taken over by the Finance Committee. ' , , Mr. E. D. Bell 'considered that before this was adopted it should be referred to the Professorial Board for its consideration. _ 'He moved accordingly. It was decided to adopt this recom> mendation, and to adopt a fourth pro. viding that the Finance Committee should confer with the Professorial Board and report to the council. FINANCIAL STATEMENT. The financial statement for the year ended 31st March, 1911, was submitted. A credit balance of £2184 Is lid on, the year's working was shown. This is obtained as follows : — Receirits : Bali ance, brought forward, £3150 Is 7dj grants, fees, calendars, interest, rent of reserve, £9621 5s 6d;' donations, bequests, .^subscriptions, and subsidies, £702 3s'; sundry items, £520 17a 3d ; total receipts, £13,994 7e 4d. Expenditure was. set down at £11,810 5s sd, leaving a credit as stated above. PROFESSORS' ASSISTANTS. It was" recommended that the professors be asked to report what their assistants were doing, the classes they took, and the hours they were an-, ployed, including correction of exercises. The chairman explained that these assistants were not engaged for whole time, but for part time. At present some were being employed the whole time. "We "did not engage these assistants to eweat them," he added. 4s they only earned £50 per annum, they should (he added) be given an opportunity of earning a living during the day at other occupations when not on duty as parttime assistants— from 4to 8 p.m. Here these assistants were- being made to work the whole time for a miserable wage of £50.
