J AL*IES"AIs TDT D GENTLEMEN, % J I beg to announce that I am offering myself, as an Independent and Progressive Candidate for a seat in the Wellington City Council. I noticed in a leader in a morning paper that it was stated that some of the candidates appear to bo holding back their views. 1 think that when a new Candidate comes forward for the iirst timo and asks for the support of the electors in a Municipal Election, the position is not the same as in an election lor Parliamentary honours, and tlierefore he should not be required to state in detail what policy he will follow. After having been elected and serving a term and watching the interests of the electors, a Councillor is then in a position to state what is right or wrong. Until he gets acquainted with the inner working ot municipal affairs it is impossible foi a new man to state in detail what measures he will support for tho good of the City. I have been 35 years in Wellington, and so far, as a business man, e\erythmg 1 have undertaken has turned out satisfactorily to all parties concerned. Any business man who lias lived such a time in Wellington, ought to be of some use in furthering the welfare of the community. If elected, I will endeavour to do my best, and use all my ability in furthering tho true interests of the ICity. 1 have- in the past frequently been -requested to allow myself to be nominated for election, but owing to pressure of business I could not. devote tho timo necessary for the faithful attention to public duties which a public position rightly demands. However, lam now euabled to use my spare time and energy (which I think is the duty of every citizen) to promote tho progiess of our City. In conclusion, if elected, I bhall do my best to support all progressive measures for the good of one and all. Yours faithfully, JOSEPH MANDEL. '
