CAPE NEWSPAPER'S COMMENT.
CAPETOWN, 11th February. Commenting on Mr. Harcourfs statement, the Cape Times declares there is no foundation in law or common-sense-for such a doctrine, and says Mr. Harcourt lost an opportunity of a needful reassurance of the public.
