FEARS, OF AN INVASION. ROUMANIAN GOVERNMENT TAKING PRECAUTION. (Received February 13, 9 a.m.) BUCHAREST, 12th Feb. The deaths from plague in the pattvines of Astrakhan are causing fears«of an invasion of Southern Russia. The Roumanian Government is proclaiming strict quarantine.
