NOTICE OF MOTION. MINISTERS' DECLARATIONS SAID TO BE OBSCURE. LONDON, 12th February. Mr. Lan Malcolm, Unionist member 'for Croydon, gave notice for Wednesday of an amendment to the Address -in - Reply :— ' 'That all effective debate on the Veto question is seriously hampered by the obscure, conflicting declarations of Ministers relating to Home Rule, which is openly avowed as one of the main reasons for altering the Constitution."
