It was officially understood that the Vatican had yielded but a letter from the Pope to the Archbishop of Cologne, which has now been published, expresses the conviction that while professors not holding shurch benefices are exempted, th6y, ratner than bow before men inspired with hate against the Catholic faith, should be the first to take the oath m order to show their independence. The letter has caused a great outburst in the press. Even the "Kreuz Zeitung" accuses the Pope of intentionally provoking a conflict with the Prussian Government.
