CHARGE AGAINST A BELGIAN OFFICER. By Telegraph.— Press Association.— Copyright. (Received January 28, 10.30 a.m.) BRUSSELS, 27th January. The Appeal Court at Bonia, administrative capital of the Congo Free State, acquitted Major Arnold, who was sentenced to imprisonment in March, 1909, on charges of murder and robbery. [Major Arnold was sentenced at Mobeka, Congo Free State, to twelve years' penal servitude in connection with murders, incendiarism, and robbery in the Mongolia territory.]
