THE jSIVINE RIGHT OF KINGS. The German Reichstag, oil the last Saturday of November, was occupied with a very bitter discussion over a Socialist interpellation on tho Kaiser's famous divine right speech at Konigfc berg oh 25th August, in which the Kaiser arrogated to himself the office of a divine delegate, and in that character avowed his detfeimination to rule in his^ own way regardless of tho views or opinions of the hour. He declared that the Kaiser was hereditarily afflicted with the same illusions which destroyed the Stuarts and the Bourbons, and he warned the sovereign ; thav the Hohenzollernb weie heading in the saiue direction, fie concluded with the assertion that the German Social Democracy avowedly aspires to establish a republic and will bend all its efforts to that end. Dr. yon Bethmanh-Holhveg, the Imperial Chancellor, declared that never before had the Social Democracy of Germany so openly unmasked its revolutionary objects, buc the most notable utterance was made by Dr. yon Heydebrand, the leader of the Government Conservative Party, who Said thac. the bold avowal of the Socialists in favour of a republic made it imperative that the Chancellor should not wait foi the arrival of the revolution, but should take 3uch stepß as would nip it in the bud. The appeal of the Conservative leader to the Imperial Chancellor is regarded as forecasting an attempt to secure the renewal* of Bismarck's antiSocialist laws for the purpose of suppressing all forms of the Socialist- propaganda.
