CIVIC AFFAIRS. BUSINESS OF COUNCIL

RECOMMENDATIONS .OF, COMMITTEES. Last night's meeting of the City Council was attended by the Mayor (Mr. T. M. Wilford, M.P.), and Councillors J. Smith, F. Cohen, G. Frost, J. Trevor, A. R. Atkinson, J. W. Thompson, W. H. P. Barber, J. E. Fitzgerald, T. Carmicha^l. A. H. Hindmarsh, D. M'Laren, M.P., R. Fletcher, G. W. Shirtcliffe, | and W. H. Morrah. Councillor J. P. Luke, M.P., was given leave of absence. FINANCE AND PROPERTY. The Finance and Property Committee recommended that four ratepayers be granted loans on the deferred payment system, in order to carry out drainage works, the applicants being without funds. The recommendation was adopted. TRAMS AND LIGHTING. The Tramway and Lighting Committee recommended: That authority be granted for the purchase of points and crossings for tramways maintenance, as recommended by the City Engineer, the amount to be charged against next year's tramways maintenance account; that the council deny liability in connection with alleged damage to Mr. G. Winder's stock through the overflow of a sewer at his premises on 14th November last ; that authority be given to the committee to arrange *or sufficient space at the forthcoming New Zealand Industrial Exhibition, to be held in Wellington, to enable a fitting display of the council's electric goods to be made; that authority be granted for the purchase of 200 hot point irons; that tenders be called for the construction of one dozen electric stoves, as recommended by the Electrical Engineer ; that the order for trucks and equipments for the new cars to be built during the next financial year be duplicated, as the ones previously on order were on board the s.s. Parisiana. which has been abandoned at sea; that two single truck cars be constructed for the Wadestown route, as recommended by the Electrical Engineer (the trucks and equipment necessary for these are already in stock); that tenders be called for 250 poles, 40 miles of wire, and 27 transformers for the extension of the lighting mains ; that the sub-committe© set up by this committee, and consisting of the Mayor and Councillors Frost amd Smith, be empowered to hold a conference with the representatives of the Tramways Union, in order to discuss the demands of the union in coniiection with the proposed new agreement. The report was adopted. ABATTOIRS AND PUBLIC HEALTH. The Abattoirs, Milk Supply, and Public Health Committee recommended :—: — That in future all returns of meat slaughtered at meat export slaughterhouses for consumption in the city be verified by statutory declaration, as provided in sub-clause 3 of clause 38 of the Wellington City bylaw No. 6 (abattoir), 1909. That the contractors for slaughtering afc the abattoirs be requested to finish killing in the time stipulated, and that their attention be drawn to clause 6 of th© bylaws, which provides that the abattoir shall be open for work only from 8 a.m. until 5 p.m. The report was adopted. BATHS AND CITY RESERVES. The Baths and City Reserves Committee recommended : — That the us© of the Basin Reserve be granted to the Port Nicholson Cycling Club on Satur.day afternoon, the 25th February, With "permission to charge for admission. That a surrender of Town Belt sections 8 and 9, at present leased to Mrs. Lamberg, be accepted, on condition that all rents and rates are paid up to date. That the lease to the Kilbirni© School Committee of portion of section 7, Town Belt, be for a term of 21 years, at a KDtal of 10s per annum. That Mr. E. Tonks be informed that bis offer to remove soil from a portion of Town Belt at Nairn-street, on conditions suggested by him, cannot be accepted. That bathers in the Te Aro Baths and Thorndon' Baths be warned by notices that the use of coconut oil in the baths is prohibited. The committee reported : — "That it has been waited on by a deputation from the Hataitai Municipal Electors' Association, asking the council to purchas& a strip of land on the Evans Bay f oieshore, near the patent slip as a city reserve." The committee recommended the council to enter into negotiations with the Hataitai Land Company for the purchase of the land referred to. It is obtaining reports on the matter from the executive officers. The committee stated that it had received another communication from Mr. Gordon, asking that further improvements be carried out at the Sydneystreet slope, and it recommended that a reply be sent to Mr. Gordon, saying that no further expenditure could be incurred on the work during the present financial year. A complaint had been received from the residents of JRqysfcreet that surface water from Newtown Park is being discharged on to their property, consequent upon certain works recently carried out by the reserves department. Enquiries are now being made, and a report will be presented later. The report was adopted. A recommendation that the request of a number of swimmers that the Te Aro baths be opened at 5.45 a.m. during the summer months be not acceded to, was referred back to the committee. BY-LAWS, FIRE BRIGADE, AND STREETS. The By-laws, Fire Brigade, and Street Lighting Committee recommended that the application for the erection of lamps in Jackson-street, Island Bay, be held over for the present. That a new lamp be erected at Todman street, Brooklyn, and lamp F. 45 be shifted one span higher up the same street, as recommended by the electrical enf'neer. That a lamp be erected at Mount-road, Northland, and that lamp No. 6, Karori-road, be moved to the other side of th« road, as recommended by, ohe electrical engineer.' That the name of "Maurice Terrace" for the right-of-way off Wool-,eombe-street, a' short distance south of Mount-street, be approved. That an application for permission to renew, in wood, premises recently damaged by fire at ingestre-street in the briek 1 area be refused. That the council allow a cottage at Queens-drive; Maranui, to remain with the reduced frontage, although it has lft 6in less frontage than required by the by-law, owing to special circumstances, as recommended by the city engineer. That the owner of property at Garfield-street, Brooklyn, b« Tequired to preserve the full 20 feet frontagft for the dwelling* proposed to be erected, a» recommended by th» city engineer. Tha committee htd receiv«d. requests from the Island Bay and Kilbirnie residents for additional fire brigade plant at these suburbs, and the Superintendent of the Fire Brigade had been instructed to bring down a full report dealing with the requirements of the fire brigade in | the suburban districts to the next meeting of the committee, if possible. Clause 1 was referred back to the committee, and the report was adopted. OUTLYING DISTRICTS. The Outlying Districts Committee recommended that ijhe Vpgeltown Rats-

payers' Association be informed that instructions have been given to the city engineer to remove the fence across Evelyn-terrace, so as to make a connection to Liardet -street, and also that the matter of the track through Traversstreefc will be considered when framing the next year's estimates. The estimated cost of the track is £50. That negotiations be entered into with the | Government with a, view of getting the necessary surveys made to determine the position of the public roads in the Vogeltown district. That the Brooklyn Municipal Electors' Association be informed that there is no money available this year to give effect to their requests that the streets of Brooklyn be tarred, and the- footpaths asphalted, but that these matters will be considered when dealing with the next year's estimates. That the Melrose land syndicate be informed that the Council cannot see its way te carry out any improvements at Hadfield-street, Melrose. That the Vogeltown Ratepayers' Association be informed that its request for permanent water mains to certain streets in Vogeltown cannot be acceded to, owing to the impossibility of obtaining pipes at present. As soon as practicable, it is intended to replace the temporary mains laid with permanent one. That the question of improving stormwater drainage at Mr. Richardson's property at Creswick road be considered when dealing with the new year's estimates. The estimated- cost of the work is £70. That a track be formed between the main road, Wadestown and Porirua-road, at an estimated cost of £12, as recommended by the city engineer. That liability for payment of alleged damage caused to an express at Kirbirnie, in connection with the drainage operations, be denied. The report was adopted.
