Two hundred deaths from plague are occurring daily at Fuchou, in Manchuria, and three hundred at Harbin. China has addressed a circular to the Powers asking them to send experts to investigate the plague outbreak. China will defray the expenses, including travelling aiid maintenance expenses. The scourge is net rat-borne, but appeaiß to be due to contact with plaguoinfected carcasses, and may also have been carried by bears. The occurrence of the outbreak in cold weather in places where plague has been hitherto unknown is causing apprehension. >
