During a conference between the Kaiser and the Tsar, who is on a visit to Potsdam, the Uerman Chancellor -(Herr yon Betlhmanii-Hollweg), the German Minister for Foreign Atlairs (Baron yon Sohoen), and the Russian Minister for Foreign Affairs also conferred. It was agreed that if future difficulties arose, frank discussion between the two Governments would be immediately begun.
