Fraser, for the Minister of Defence, said the total value of the naval establishment at Sydney under the Imperial Government was £630.399. The second reading of the Postal Rates Bill has been debated. Both parties were generally favourable to the measure. Mr. Cook, of the Opposition, while agreeing to penny postage, deplored the fact that the telephone had been made a luxury by the new toll rates. PROGRESS OF MEASURER. (Received November 9, 10.37 a.m.) In the Federal House of Representatives the Postal Bill was read a second time. The Senate passed the Oil Bounty Bill through all stages without material amendment.
The first shipment of fish from tho Chatham Islands Fishing Company's depot is due in Wellington at the end of the -present .month.
