CHINESE ASSEMBLY MEETS. ADDEESS BY THE REGENT. By Telegraph.— Press Association.— Copyright. PEKIN, 4th October. The Regent, Prihce Chun, has opened the Imperial Assembly. His Highness declared that the Assembly represented the verdict of the people, and though it was only the initial stop towards a Constitution it was an emblem of hope, and showed that China was in harmony with the world's progress. _____________
