SEAMEN'S DEMANDS.
A VERY LENGTHY SPEECH. The deputation mama has been particularly in evidence this session. Yesterday the example par excellence of loquacity was given. A deputation from tha Federated Seamen's Union of Australasia called on the Hon. J. A. Millar to bring under his notice the resolutions of the conference. The deputation was introduced by Mr. J. F. Arnold, M.P. Mr. W. Belcher was the first speaker. He said that the conference had considered many questions. He ' was deputed to deal with a resolution urging an increase of deck hands, and that the manning scale of the stokehold should bo dependent on the area of the furnaces, and not on the -indicated horsepower. The latter point he illustrated at some considerable length. He then went on to object to the statutory provision that a persort having two years' service at sea shall be entitled to act as an able seaman. Mr. Belcher mentioned other resolutions of minor importance to seamen which have already been published in The Post. He had a good deal \to say in reference to claims by seamen for sickness where tney were invalided on shore^nd^irged an increase in the stokehold and lengineroom staffs on smaller vessels on the lines of the resolutions already published. Complaint was also made about the excessivo amount of deck cargo which was carried on vessels trading around the New Zealand coast. He urged that all engagements of seamen should be executed before the shipping master, and that on all coastal vessels seamen should work watch and watch. After speaking for two hours Mr. Belcher nad not finished his story, and as Mr. Millar had other stated engagements, the deputation was adjourned until a later date.
