The Governor's Speech at the opening of the State Pariiamemb to-day will pro--mise Land Tax and Compensation Bills,- a proposal to xe-organise the Tailway and tramway systems of Greater Melbourne,, and the extension; of Labour bureaux to the country. The Speech "will also announce the reopening of the Beet Sugar Factory at Maffra, North Gippsland, the farmers having arranged to plant a sufficient area of beet to keep the factory going.
