MUNICIPAL CONFERENCE. VARIOUS MINOR DETAILS.

The Municipal Conference resumed its I 'deliberations this morning. The president (Mr. T. M. Wilford, M.P., Mayor of Wellington) occupied the chair. Several of the major questions before the conference are reported in separate articles. Various minor remits were decided as follows :—: — Crown Property. — That the provisions of the Municipal Corporations Act and any bylaws ,under that Act be made to apply to Crown property. — (Stratford), — Withdrawn. Crown Property to be Subject to Bylaws. — That section 373 of the Municipal Corporations Act be amended to provide that land or buildings belonging to or vested in His Majesty the King shall be subject to the bylaws of the borough in which such land or buildings are situated. — (Hastings.) — Withdrawn. Adjoining Boroughs. — Uniform Bylaws. — That where several local bodies adjoin, the sanitary, drainage, plumbing, etc., bylaws be uniform, thereby preventing the confusion which exists under the present system, where bylaws of a different nature are enforoed. — Grey Lynn.) — Lapsed for want of a seconder. Model Bylaws. — That the attention of the Government be called to the fact that the model bylaws promised by the Government have not been forthcoming. — (Marton, Mosgiel.) — Carried. Fire Brigades. — That, as the Government does not pay for water used at fires on its property, or contribute towards the upkeep of brigades in cities i where there are no Fire Boards, provi- \ sion should be made that services reni dered at such fires be paid for by the Government. — ( Wellington.) — Carried. Posting Placards. — That section 298 of the Municipal Corporations Act be amended to prevent the exhibition of any placard or notice on any place other than a building, unless licensed by the council. — (Palmerston North.) — Carried. Illegal Occupation of Building. — That the following words be added to the proviso to section 296 of the Municipal Corporations Act : "But such notices shall solely relate to the business of the owner or occupier of the premises." — (Hastings. )-— Withdrawn. That the Municipal Corporations Act, 1908, be amended to enable a local body to contribute out of its general fund subsidies to bands as.d rifle ranges, or for the purpose of assisting any other insti- ' tution which is for the public benefit and not for private profit. — (Palmerston ' North.)— Passed. That section 160 of the Municipal Corporations Act be amended to provide that where a local body constructs a bridge or ferry under this clause, it shall have authority to demand and recover progress payments from the contributing local authorities as the work progresses on the engineer's certificate; or, failing payment, the right to demand and recover interest on the amount due by the said contributing local authorities as pro. gress payments.— (Palmerston North.)—Adopted Legislation.— That clauses be inserted in a Municipal Corporations Act for adoption by such municipalities as think fit so to do, thus avoiding the necessity which at present exists of the costly procedure of having to | bring in special Bills.— (Grey Lynn.)—Withdrawn.
