SUGGESTIONS MADE. "VALUELESS EXCUSES." By Telegraph. - Press Association.—Copyright, (Received May 23, 8.40 a.m.) VIENNA, 22nd May. Dr. de Bilinski, the Austrian Finance Minister, reiterated in the Reichsrath that the Government had no knowledge of the building of (?extra) Dreadnoughts. The only outlay the Government was concerned in was that in connection with the 1911 programme. Correspondents in Vienna explain that the suggestion is that the builders are .vorking as a, speculation, but say that that excuse is valueless, as the Government furnished them with the plans. [A telegram received on the 14th of last month stated: "Four Austrian Dreadnoughts will be completed by 1913. The preliminary work was arranged before the ciedits were granted by .Parliament.]
