The Labour Congress adopted a resolution lo the effect that the Industrial Disputes Act should be amended to provide for absolute preference to unionists. The report of a committee eet up to deal with a proposal to establish a Federation of Labour stated that the efforts of the committee had been set at naught by the apathy of the unions generally. Resolutions were carried in favour of compulsory State in«!uiance against sickness, accident, old age, and infirmity, and a proposal to establish a Labour daily newspaper was also adopted.
