The Time's' St. Petersburg correspondent reports that the Finns are greatly incensed by tho Bill presented to the Duma. The measure reduces Finnish autonomy to an empty phruso A messago received on Tuesday stated : — "The Tsar has signed a manifesto commanding the introduction in the Duma and the Imperial Council tl a Bill concerning the procedure to bo observable in the case of laws affecting Finland only and those of the empire generally. The Finnish Diet's views thereon shall bo submitted for the Duma's and the Council's consideration. His Majesty is confident that the Duma and the Council will fulfil the task of promoting the unity and integrity of the empire and the prosperity of all faithful subjects. "
