MR. TAFT'S MESSAGE TO CONGRESS. MAXIMUM AND MINIMUM TARIFFS. J*y Telegraph.— Press Association.— Copyright. WASHINGTON, 29th March. Pxeiidenl Taft, in a message to Congress, states that negotiations regard'iig the application of the maximum and minimum tariffs aro substantially completed with all nation*, and the results are satisfactory. He ask., for an appropriation, of a quarter of a million dollars for tho establishment of a Tariff Board. CANADIAN OPINION. NEGOTIATIONS WITH WASHINGTON. STRONG OPPOSITION. OTTAWA, 29th March. Canadian newspapers are divided concerning the results of the tariff negotiations with the United States. It is understood that the reductions are applicable to all countries. Canada's tariff will bo slightly reduced on a small number of articles. LONDON, 29th March. The Toronto correspondent of The Times mention.* that there is strong general opposition to any formal negotiations being entered into with Washington for more extended trndc relations. Tho United States press welcomes President 'laft's success.
