Mr, Justice Cannon, who has been appointed to investigate the Civic affairs of the city of Montreal, finds that' it is simply saturated with corruption and soaked in patronage. The Judge declares that 25 per cent. ] of the Civic revenue has been sunk in ; bribes. He recommends the prosecution of eight aldermen and several officials.
