* AN EX-CRIMINAL SELECTED. TO SECURE TSAR'S SAFETY. (By Telegraph.— Press Association.— Copyright.) PARIS, 10th July. Russia has entrusted Hartling, formerly Chief of the Russian Police in Paris, to ensure the Tsar's safety while he is in Cherbourg. . It has been stated that Hartling is really a Russian named Londeson, who was condemned in France in 1900 and sentenced to five years' imprisonment by default for the manufacture of explosives. M. Clemenceau, the Premier, has informed 'M. Jaures privately that the authorities are convinced that this allegation is true. There is comment in Paris at Hartling's selection, which is held to show want of respect for France.
