In replying, Mr. Arthur 6aid that since he entered the service in 1865, he had given it his best attention. He regretted that he had to leave so many with whom he had had the greatest pleasure in working. A great deal had been said about making the railways pay. Thousands of pounds had been given in freight concessions, but lie questioned if vvy portion of that amount had entered the pockets of the general public. He did not think they could save much by reducing freights on branch line«. They were built to open up the country, and he'' doubted if reductions could be made, because the country made the towns and cities, and if the country was in a bad state, so would the towns and .cities be.
