Great preparations are being made in Britain to welcome five members of tho Russian Council of Empire. I Upwards of a dozen newspapers in St. Petersburg publish cordial articles on Anglo-Russian sympathies-. I The Council of the Empire was reorganised three years ago as a Second Chamber. 'tho Council and the Duma have equal legislative powers and tho same right oi initiative in legislation and of addressing questions to Ministers. Half the members are elected, and half nominated by the Emperor. Six members are elected by the Greek Church Synod, six by representatives of learned bodies, twelve by commerce and industry, eighteen by the nobility, six by Polish landowners, and one by each Zemstov. Tho elective members are eligible for nine years, a third of the number retiring every three years.
