Fischer, and General Botha, Premiers of Cape Colony, Orange River Colony, and the Transvaal respectively, telegraphed to the electors of Natal on the eve of the referendum, pleading for a united South Africa. | Excitement in Nafcal is at fever heat. I Both sides are holding huge demonstrations. The opposition in Natal is grounded on a fear that there wiil be large re- | ductions in the Civil Service, and that ■ owing to the Mozambique agreement much of the colony's trade will be diverted to the Portuguese part of Lorenzo Marques. The draft Constitution was adopted by the Assembly and Legislative Council, but a Bill was also passed making the entry of Natal into the union subject to a popular relerendum.
