MR. BALFOUR'S SUMMING-UP. LONDON, Bth May. In a speech at a meeting of the Primrose League, Mr. A. J. Balfour, leader of the Opposition, declared that the proposals made in the Budget were inequitable and vindictive. They were, he added, based on no principle, and were calculated in the long run to injure the whole productive capacity of the country. The proposals regarding - income-tax would diminish Britain's financial capacity to meet the stress of any great European conflict. j The exact extent of the increased tax on the unearned increment of land, on death o£ owner or transfer of property, was not specified in the cabled account of the Budget, but it was expected to produce £500,000. Petrol js, to be charged 3d per gallon, with a rebate of Ijd in the case of cars used for commercial purposes, and motor-cars are to be x taxed. The license duties are to be revised, it is understood, in the direction of payment on amount of liquor sold, instead of uniform fees on the houses licensed. The brewing firms hold that the Chancellor has under-estimated the increased revenue from this source to the amount of several millions.
