PAYMENT FOR FRENCH RIGHTS. MESSAGE FROM PRESIDENT > ROOSEVELT, CHARGES DENBED. By Telegraph. — Presa Association. — Copymght. WASHINGTON, 16th December. Li a special Message to Congress, President Roosevelt declared that it was impossible for any American syndicate to have had a share in the £B,Uuu,ooo paid by the United States for French rights in the Panama Canal. Tho President stated further that) the Government was now considering- the advisability of prosecuting those who had circulated such scurrilous and libellous stories. Some American newspapers recently asserted that an American syndicate profited to the extenv of five million pounds out of the eight millions paid to France for her rights in the canal. President Roosevelt described the accusation as ''infamous.'' The New York Times, after examining the papers connected with the purchase, admitted that they did notj reveal that any money was improperly paid. Congress ordered an investigation of the charges. |
