LORD ROSEBERY'S REPORT. STATEMENT BY THE PHEMIER. VIGOROUS SPEECH BY MR. LLOYDGEORGE. By Telegraph.-- Press Association.— Copyright. LONDON, 15th December. The Prime Minister, Mr. Asquith, states that he is not prepared at present to take any action upon the report presented by Lord Rosebery's committee dealing with the question of the reform of the House of Lords. In a speech before a gathering of Welshmen at the National - Liberal Club, Mr. Lloyd-George, Chancellor of the Exchequer, declared that the whole fortunes of Liberalism should be staked on one great attempt to shatter the sceptre of the jaouse of Lords. "It may," declared the Chancellor, "be the final struggle between democracy and aristocracy."
