Venezuela complained that Holland was not exercising sufficient vigilance over Venezuelan revolutionaries at Willemstad, Curacao, and not obtaining a satisfactory reply dismissed the Netherlands Minister, who, however, had mor tally offended President Castro by puh lishing in a Dutch review an article stating_ that the President's dictatorial regime was leading to the decadence of tho Republic.
