UNIVERSAL TRAINING URGED. By Telegraph.— Press Association.— Copyright. (Received August 19, 8.40 a.m.) LONDON, 18th August. The Spectator says it is most humiliating for the State to have to wheedle, cajole, and beg employers to allow men to join the Territorials. The paper again urges universal training. Early this month the second division of the London Territorials went into camp on Salibbury Plain. The strength at the outset averaged only 388 out of an establishment of over 1000, but during the second week many of the battalions were 50 per cent, below the first week's strength.
