IRISH TENANTS. A BILL TO OVERCOME A DIFFICULTY. (Received 1 May 23, 9 a.m.) LONDON, 22nd May. In the House of Commons, the Right Hon. A. Birrell, Chief Secretary for Ireland, announced' a short Bill to make clear — with the consent ,of the occupying planter — that the Irish Estates Commissioners may reinstate evicted tenants. _ Recently, the Court of Appeal at Dublin, over-ruling Mr. Justice Wylie's decision, declared that despite the fact of planters or farmers planted on estates in place of evicted tenants offering to dispose of their interests to the Esate Commissioners^ in order 'to facilitate the reinstatement of evicted tenants, the commissioners were debarred from acquiring such land against the will of the landlords. The case arose out of the proposed acquisition under the Evicted Tenants' Act, 19D7 V of 4000 acres of the Clanricarde Estate.
