;♦ THE RE-BUILDING PROGRAMME.

It is semi-oflicially announced in St. Petersburg that the Government intends spending three millions sterling anpually for the next few years in re-building the fleet. In January wo were told that the • Russian Admiralty proposed an expenditure of 255 millions sterling, spread over twelve years, for ro-building the Navy. The Octobrists < opposed tho proposal but expressed their willingness to vot6 one hundred millions. The Governmont then submitted alternative estimates. The first scheme proposed an expenditure of forty-nine millions sterling, spread ove» four years, for the construction qf four battleships, and the re-establjshment of the naval bases in the Baltic Sea. The second, which the Government was said to favour involved an expenditure of 200 million sterling, spread over ten years.
