Two bonibn were thrown at tho Shnh of Persia in Teheran, killing three and wounding twenty persons. Tho Shah escaped unhurt. For months there has been practically a. stato of civil war in Persia. The Constitutionalists to all appearance have triumphed over the Shah, through tho moral force of tho party in tho important districts of Persia. The Shah and tho Assembly recently exchanged copies of the Koran. On the last page of tho copy ho gave the formoi 1 mado an autograph promise lo respect tho Constitution, and to assist the' Assembly. The latter in turn promised to respect tho rights of the Sovereign. The Shah again publicly took tho oath of allegiance, in the presence of the Diplomatic Corps. Notwithstanding all this, the. real situation was reported to bo unchanged. Tha crowd in the Assembly grounds refused to disperse and attend to business, demanding the security of life and property from tho numerous depredating and hungry luffians forming the reactionary pjirty who were let loose Upon tho city. Tho new Cabinet tried to arrange means to givo the necessary security, but, ,in the absence- of a police force, the necessary funds, and tho will in high quarters to carry out leforms, success was hard to arhipve.
